AI Policy vs Operational Reality

Most organizations now have some form of AI policy. Some are thoughtfully written. Others were adopted quickly to "get ahead of the issue."

But boards should be clear about one thing: An AI policy does not govern how work actually happens.

Operational reality - not policy language - determines risk. AI governance fails when organizations confuse documentation with discipline.

1) Policies describe intent, not behavior

Policies are statements of expectation. They explain what should happen. They do not ensure how decisions are made under pressure, how tools are used when speed matters, or how exceptions are handled in real workflows.

Employees rarely violate AI policy intentionally. They bypass it unintentionally because the policy does not align with how work actually gets done.

Boards should ask: "Does our AI policy reflect reality - or wishful thinking?"

2) Workflows matter more than wording

AI risk lives inside workflows. If an employee can access sensitive data, copy or export it easily, and use AI tools inside daily work, policy alone will not prevent misuse.

Governance improves when controls exist inside systems, guardrails appear at the moment of action, and risk decisions are engineered into workflows.

Policies are static. Work is dynamic.

3) Exceptions are where risk concentrates

Every organization has exceptions: "Just this once," "We needed it quickly," "The client required it." AI increases the frequency and speed of exceptions.

Boards should ask: Who approves AI-related exceptions? Are they logged and reviewed? Do patterns of exception indicate broken process?

Unmanaged exceptions become normalized behavior.

4) Training cannot compensate for weak design

Many organizations rely heavily on training: acceptable use sessions, annual acknowledgments, and policy attestations. Training matters - but it cannot overcome systems that make the wrong action easier than the right one.

Good governance reduces reliance on memory, limits judgment calls under stress, and makes compliance the default path.

5) Metrics reveal reality

Boards should insist on evidence, not reassurance. Useful questions include: How often are AI tools used with sensitive data? Where do employees struggle to comply? What controls prevent accidental misuse? What was learned from near-misses?

If management cannot answer with metrics, governance is incomplete.

6) Ownership must be operational, not symbolic

AI governance often sits with a committee or policy owner. Boards should clarify: Who owns AI risk day-to-day? Who can stop use when controls fail? Who reports exceptions and incidents?

Ownership without authority is symbolic.

Final thought for boards

AI policy is necessary - but insufficient. Governance succeeds when controls exist where work happens, oversight is continuous, and policy, systems, and behavior align.

Boards that focus on operational reality - not just documentation - do not constrain innovation. They make it durable.
